macOS keyboard option "Add period with double-space" broken in web content

Project Member Reported by reillyg@chromium.org, Aug 4 2017

Issue description

Chrome Version: 62.0.3176.0
OS: macOS 10.12.6

What steps will reproduce the problem?
(1) Enable "Add period with double-space" in the "Text" tab of the system Keyboard preferences pane.
(2) Open chrome://settings (or any other web content with an input field, the search box on the NTP doesn't work because it redirects to the omnibox)
(3) Type "abc" and then hit the spacebar twice.

What is the expected result?
Text entered should be "abc. "

What happens instead?
Text entered is "abc . "

It seems this is yet another "auto correction" feature of MacOS which Blink doesn't
support yet.
