Chrome OS Platform: 9807.0.0 dev channel caroline device

Steps To Reproduce:
(1) Login on this build.
(2) Observe that stylus tools option is not shown on shelf. This is not seen by default as well as when enabled under Stylus settings.
(3) Even after inserting/ by taking out the Stylus pen, I'm not able to see this option on shelf.
(4) When made a click on shelf using stylus pen, this option reappears.

Expected Result:
Stylus tools option should be shown on shelf by default.
