Smart lock notification shows up on lock screen every time

Issue description

Chrome M62 ToT on link, d10065ae8b87f4eefe50d756f9c3464832c40bcf

When I first boot a device the login lock screen says "To start Smart Lock, enter your password." So I enter my password and sign in. I don't actually want to use or set up smart lock.

If I lock the screen, I see the black notification again.

If I reboot, I see the black notification again.

Based on the text I presume it will go away after the first time I enter my password. It's annoying that I can't dismiss it. It also seems like a regression -- I don't see this on my corp chromebook.

We were working on the login flow recently, and made a change that doesn't completely clear the local state when you turn off EasyUnlock. This bug should be fixed with https://chromium-review.googlesource.com/c/599349.

 Issue 753442  has been merged into this issue.
There's still a problem on desktop builds where focus doesn't go into the password field when you start up.

This doesn't seem to happen to device, but it worries me that it happens on desktop. Can that be fixed too?
