Issue description

loading.desktop failing on chromium.perf/Win 7 Perf

Builders failed on:

Looks like the orange story is failing. https://console.developers.google.com/m/cloudstorage/b/chrome-telemetry-output/o/profiler-file-id_15-2017-08-03_09-19-3253991.png is a screenshot, looks like it's stuck on a sign up screen maybe?

I'll disable the story.

Looks like this never got disabled. Going to go ahead and disable it now.
