Start of english titles are truncated by ellipses in RTL language

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_6) AppleWebKit/603.3.8 (KHTML, like Gecko) Version/10.1.2 Safari/603.3.8

Steps to reproduce the problem:
1. Visit a website in Arabic
2. Look for titles in english with text-overflow:ellipses
3. observe the first letters of the title are truncated.

What is the expected behavior?
The words start with their first letters

What went wrong?
The first couple to several letters of the word are truncated

Did this work before? N/A 

Chrome version: <Copy from: 'about:version'>  Channel: n/a
OS Version: OS X 10.12.6
Flash Version: 

Words do not get truncated in Safari
