This method was never fully hooked up, so is not suitable for production use.  caseq is working on hooking up a replacement for DevTool's needs ( https://crbug.com/721408  / https://chromium-review.googlesource.com/c/597318, and it's my hope that either this will be suitable for the DRP's needs, too, or we can find alternative ways to get the DRP code working correctly.

Regardless, we need to remove that (not fully implemented) method, before other consumers start to rely on it.
