Clicking Settings from QuickSettings reloads settings page

Issue description

Chrome Version       : 61.0.3163.13
OS Version: 9765.7.0

I opened the settings page from the Quick Settings menu. First time it just opens  window (in the wrong size, filed a bug on that already). I then just minimize the window. The second time I click Settings inside Quick Settings, it refocuses the window and then reloads it. The reload seems not necessary and was confusing since I wanted to get back to the page that was open

I do think going back to the top-level makes sense when entering from the system menu. If the user wants to go to the currently focused Settings section, I imagine they would click the Settings icon in the shelf instead. System menu seems to imply wanting to start a new settings task.

Having the page visibly reload instead of scroll / jump pages seems like a bug, though. @tommycli is this related to how routing is handled?

Likely this is related to how ChromeOS opens the Settings window rather than routing.

I think someone with knowledge of how the ChromeOS Settings window works would be best qualified to provide the best fix.

I am not seeing this. It may be a pre MD Settings issue.
