What steps will reproduce the problem?
(1) open chrome://md-settings/languages >>Input method
(2) enable the 'Show input options in the shelf' option
(3) click on Emoji palette in Input icon in the shelf 
(4) click on Keyboard button to get the US keyboard 
(5) click on 3-dots icon, and clicking on "Switch to full layout" option
(6) click on 3-dots icon, look for "Switch to compact layout" option

What is the expected result?
"Switch to compact layout" should be on the option list.

What happens instead?
There is no "Switch to compact layout" on the option list.

Please provide any additional information below. Attach a screenshot if
possible.
Able to reproduce the issue on Chrome60.0.3112.80/CrOS9592.71.0(Link), Chrome 61.0.3163.30/9765.16.0(Candy)
