Overflow menu is empty if animations are turned off

Steps to reproduce:
1) Turn off animations in Developer Options (or enable Battery Saver)
2) Open the overflow menu

Result:
The overflow menu is blank (see attached screenshot).

I think this is a duplicate issue 764459, where the Chrome Home app menu was blank if battery saver was enabled on O.
