What steps will reproduce the problem?
1. Launch chrome, navigate to NTP and open devtools
2. Undock devtool into seperate window and then go to 'Audits' section and run audit.
3. Resize devtools window toward L.H.S (refer screencast) and drag the horizontal scrollbar and observe.

Actual:R.H.S arrow of horizontal scrollbar is not seen on Audit section if devtools is Undocked into separate window
Expected:R.H.S arrow of horizontal scrollbar should be seen on Audit section after step 3.

This is regression issue, broken in 'M 62' and below is manual bisect info:
Good build:62.0.3165.0
Bad build:62.0.3166.0
