Unwanted scrollbar appears in youtube.com for height: auto content

Chrome Version:62.0.3175.4 dev
OS:Ubuntu 14.04,Windows 7

What steps will reproduce the problem?
(1)Launch chrome >> Open https://www.youtube.com/ and click to play any video
(2)Click on Menu button on top-left corner and Observe the overlay(kindly refer video)

Actual:Unwanted scrollbar is seen
Expected:No such unwanted scrollbar should be seen

This is a Non-Regression issue seen from M-30

Issue is not seen in other browsers like Firefox version 53.0

Summary: Unwanted scrollbar appears in youtube.com for height: auto content (was: Non-Regression:Unwanted scrollbar appears in youtube.com)
Sets overflow-y: auto on hover, container has height: auto and a max-height that is higher than the compute height. Looks like height: auto rounds one way and the scrollbar logic the other way.

Over to szager for triage.
