Regression:Faded Tab strip is seen on clicking Network Info of Ubertray

Chrome Version:62.0.3174.0/9806.0.0 dev-channel Paine,Blaze,Falco
OS:chrome

What steps will reproduce the problem?
(1)Sign into user ->launch chrome ->go to ubertray ->network section ->click on Network Info and Observe observe Tab strip((Please refer video)

Expected: Faded Tab strip should not be seen on clicking Network Info
Actual: Instead Faded Tab strip is seen

This is a Regression issue as same is working fine in 58.0.3029.140/9334.72.0 stable channel Paine

Note: Issue is not seen in Linux, Windows OS
