Regression:Unwanted scrollbar appears in 'confirm your password' overlay of chrome://md-settings/lockScreen

Issue description

Chrome Version:62.0.3174.0/9806.0.0 dev-channel Paine,blaze,Falco
OS:chrome

What steps will reproduce the problem?
(1)Sign into User ->Launch chrome, open chrome://md-settings/lockScreen
(2)Zoom the 'confirm your password' overlay to 33% and Observe (Please refer Screenshot)

Actual:Unnecessary vertical scrollbar is seen
Expected:No such unnecessary scrollbar should be seen

This is a Regression issue as same is working fine in 58.0.3029.140/9334.72.0 stable channel Paine

Note: Issue is not seen in Linux, Windows OS

I can no longer reproduce this. Also, a minor artifact at 33% is more like a P5 :)

Able to reproduce this issue on 64.0.3257.0/10102.0.0 dev channel Peppy,Gnawty,Daisy.
Steps to reproduce:
(1)Sign into User ->Launch chrome, open chrome://md-settings/lockScreen
(2)Zoom the 'confirm your password' overlay to 33% and Observe (Please refer Screenshot)

This is a Regression issue as same is working fine in 58.0.3029.140/9334.72.0 stable channel Daisy

Re-assigning since the issue still persists.Thanks!

May be only reproducible on non high DPI screens.

Very much not a P2.
