Regression: Blank devtools window is seen after making tab navigation in Audit and clicking on 'Reset default and reload' button

Chrome version: 61.0.3163.31 (Official Build)81393764a5e9c1df91af286efa3b7e1bb19c46c0-refs/branch-heads/3163@{#266}-32/64 bit
OS : Windows (7,8,10), Linux(14.04 LTS), Mac(10.11.6, 10.12.3, 10.12.5)

Steps:
1. Launch Chrome,open devtools on NTP and go to Audit section
2. Perform audit and then press Tab key to traverse in Audit section for sometime and then click on last option (Best practices)
3. Press F1 key to open devtool's settings, scroll down and click on 'Reset default and reload' button and observe

Actual:Blank devtools window is seen instead of resetting to default after making tab navigation and clicking on 'Reset default and reload' button

Expected: Devtools window should reset to default after clicking on 'Reset default and reload' button

This is a regression issue broken in M-60, will soon update the bisect info

Able to reproduce the issue on Windows 7, Mac 10.12.6 & Ubuntu 14.04 using chrome latest Canary-62.0.3176.2.
Manual bisect info:

Good build: 60.0.3101.0-Revision-471958
Bad build: 60.0.3102.0-Revision-472262

Unable to provide bisect new bisect script for the above range.Hence providing bisect with old script.
