Chrome Version: M61 Dev

(1) Create new GAIA account (either on another device or as part of MinuteMaid on crOS new user)
(2) Sign into chrome OS via new user flow

Expected: see avatar picker before entering user session, as this is the first time the user has ever signed into a Chromebook.

Actual: often do not, instead a random default avatar is selected.
