Stylus tool Settings> Note-taking app option, touch is disabled and 'Loading apps...' status is shown always.

Steps To Reproduce:
(1) Goto Stylus tool Settings.
(2) Observe Note-taking app option. 'Loading apps...' status is displayed and is in this state for a very long time.
(3) Also note that touch is not enabled for this option.
(4) Although note-taking apps like Evernote, Keep apps are installed, these are not reflected under 'Note-taking app' option.

Expected Result:
Touch must be enabled for 'Note-taking app' option.
Note taking apps must be displayed under 'Note-taking app' option, if such apps are installed.
'Loading apps...' status message should not be shown always.

Is arc++ booting? We show 'Loading apps...' until arc++ is done booting.

Does the 'Loading apps...' ever go away, or just that it takes a long time?

If it is that it just takes a long time after a fresh login, this is most likely WontFix.
