"Switch to full layout" option doesn't work on Virtual keyboard

Chrome Version       : 61.0.3163.30
Platform             : 9765.16.0  - Candy


What steps will reproduce the problem?
(1) open chrome://md-settings/languages >>Input method
(2) enable the 'Show input options in the shelf' option
(3) click on Emoji palette in Input icon in the shelf 
(4) click on Keyboard button to get the US keyboard 
(5) click on 3-dots icon, and clicking on "Switch to full layout" option


What is the expected result?
It should be switched to the full-layout keyboard (fulllayout.png).

What happens instead?
After clicking on "Switch to full layout" option, VK is changed to the Emoji palette


Please provide any additional information below. Attach a screenshot if
possible.
Able to reproduce the issue on 60.0.3112.80/9592.71.0 - Link
Will check the issue on M62.

Able to reproduce the issue on Chrome 62.0.3174.0/ CrOS 9801.0.0 - Quawks

Since unable to enter accented/special characters in European keyboard, raise pri to 1.

Notice that after switching the IME to the other languages IME, the VK is switched to full layout. 

steps:
1. add French/Geman IME
2. enable the 'Show input options in the shelf' option
3. click on Emoji palette in Input icon in the shelf 
4. click on Keyboard button to get the US keyboard 
5. click on 3-dots icon, and clicking on "Switch to full layout" option
6. click on Keyboard button to get the US keyboard
7. select DE (German) keyboard.
Then, vk is switched to full layout.

Since VK Ui is changed on 68.0.3440.118/CrOS10718.88.0(peppy), Unable to reproduce the issue.
