Android bots should be checking that compiles result in no dirty targets

They used to report it but not fail:
https://chromium.googlesource.com/chromium/tools/build/+/b6d326d6f6f9608bba307109cc4a1c5efc5946bb

But this code got lost somewhere along the way.

Until blocking bug is fixed, we can't allow builds to fail, but enabling the FYI check is a vital step towards turning on the check as an error

Is this really an infra issue? It seems to be an issue with a build logic rather than infrastructure. Please elaborate how infra can help with this issue, or update the component to something more appropriate (maybe "Build"?). Thanks!
