Until blocking bug is fixed, we can't allow builds to fail, but enabling the FYI check is a vital step towards turning on the check as an error

Is this really an infra issue? It seems to be an issue with a build logic rather than infrastructure. Please elaborate how infra can help with this issue, or update the component to something more appropriate (maybe "Build"?). Thanks!
