What steps will reproduce the problem?
1. Have two profiles, create a bookmark app on each for the same website. Open as Window.
2. Launch both shims.

What is the expected result?

Shims should link to separate windows


What happens instead of that?

One shim is always broken. Probably the extension id is being used as a key somewhere, but it needs to use both the extension id and the profile to disambiguate.


Packaged apps seem to work properly.
