add service client monitoring for outbound RPCs

We depend on a number of services, and while many of them have their own monitoring we don't monitor request or failure rates of our outbound calls to them. 

This issue with FindIt for instance could have been caught days ago if we'd monitored outbound request failures on our side: https://bugs.chromium.org/p/chromium/issues/detail?id=752141
