Steps To Reproduce:
(1) Login as a user whose is a owner account.
(2) Goto Settings> People> Manage other people> enable Restrict sign-in> Select Add person> Add an email address.
(3) Observe that now 'Add person' option is in highlighted box in blue color.

Expected Result:
Just 'Add person' option must be shown. It should not be in a highlighted box.
