Cursor styles not respected in Android WebView on ChromeOS

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/59.0.3071.115 Safari/537.36
Platform: 9592.71.0

Steps to reproduce the problem:
1. Open an Android App that contains a WebView that points to a webpage that uses the cursor CSS property.

What is the expected behavior?
The cursor should change style.

What went wrong?
The cursor stays the same.

Did this work before? N/A 

Does this work in other browsers? N/A

Chrome version: 60.0.3112.80  Channel: beta
OS Version: 60.0.3112.80
Flash Version: Shockwave Flash 26.0.0.137

Do you have an example of an app/webpage combo that exhibits this bug?

We'll be publishing out app soon (within a week or two), which will be a good example. 

As of today, I believe that the Facebook app is built in React/Cordova which would mean it is entirely a webview.  In this app the cursor changes to a "text select" style when hovering over text areas, but does not change to a "pointing hand" style when hovering over buttons and links.

Here's a better example.  

App: "PhET Sims presented by Kiwix" https://play.google.com/store/apps/details?id=org.kiwix.kiwixcustomphet&hl=en

When you open the app, select the simulation called "Balancing Act".  Notice that when your mouse hovers over any of the three initial choices ("Intro, "Balance Lab", or "Game"), that the cursor style does not change.  However, the WebView does somehow receive a mouseover event because there are highlighting rules that do take effect.

Now go to the same web page (https://phet.colorado.edu/sims/html/balancing-act/latest/balancing-act_en.html) in a browser, even Chrome on ChromeOS, and notice that when you hover over the same objects the cursor changes to a pointing hand style.
