Word selection broken

Issue description

61.0.3163.25

If you double-click and word-select, meaning click, release, click and hold, and drag, selection should proceed by words. The word underneath the mouse pointer should anchor the selection, and should always be included. This isn't the case.

Repro:
1. Go to a page with text. Wikipedia, for example.
2. Double-click-and-hold on a word.
3. Drag to the right of the original word.
> Result: The original word is selected
4. Drag to the left of the original word.
> Result: The original word is selected.
5. Drag to the right of the original word.
> Result: the original word is not selected.

You are probably looking for a change made after 485227 (known good), but no later than 485230 (first known bad).

In fact, the anchor slips. In this video, the double-click starts on the word "meaning" but after moving the mouse left and right it ends up six words down.
