Hard to open launcher by swiping up on shelf when shelf is filled with pinned apps

Issue description

Google Chrome	61.0.3163.30 (Official Build) dev (64-bit)
Revision	0
Platform	9765.16.0 (Official Build) dev-channel caroline

What steps will reproduce the problem?
1. Switch device to tablet mode
2. Fill the shelf by pinning apps
2. Swipe up on the shelf to bring up launcher

What is the expected result?
Should open launcher

What happens instead?
Launcher does not show up. Launcher comes up only if I swipe up exactly in the space between pinned app icons.
