New launcher is not full screen when shelf is in side shelf mode

We should make it to be consistent when shelf is in the bottom shelf mode.

New launcher is in all apps screen when shelf is in side (left/right) mode. But, it is in suggested apps screen when shelf in bottom mode. Is this the expected behavior?

Checked on Chrome OS 9840.0.0, 62.0.3176.0 dev build.
