Add two additional reef boards to pool 'cq'

The CQ pool currently has 8 boards, with a 4 board minimum.

We're going to be adding reef-uni-paladin, which will share the cq pool.

We need 2 more DUTs to provide some headroom for this pool.

Sharing the CQ pool between two concurrent builders is problematic. Leads to high risk of provision-thrashing, and slowdown of both builders (which I believe we are already seeing in reef-paladin).
