border around playing videos on second monitor

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/59.0.3071.115 Safari/537.36

Steps to reproduce the problem:
1. play any video on youtube / netflix / twitch.tv
2. have browser maximized on non- main display
3. put video in fullscreen mode

What is the expected behavior?
whether the browser is maximized or not the video should take up the  entirety of the screen

What went wrong?
a border appears on the left and top of the video showing whatever windows are behind the video
this only occurs when chrome is on a second monitor, but occurs regardless of the source of the video, including netflix, amazon video, twitch.tv, and youtube

Does it occur on multiple sites: Yes

Is it a problem with a plugin? No 

Did this work before? N/A 

Does this work in other browsers? N/A

Unable to reproduce the issue on Win-10 dual monitor using chrome stable #61.0.3163.100 and latest canary #63.0.3223.8.

Following are the steps followed to reproduce the issue.
------------
1. Navigated to URL: https://youtu.be/dG3v4pjBfyc and played the video
2. Maximized browser on non- main display
3. Played video in fullscreen mode.
4. Observed that the video took up the entire screen as expected.

Attaching screen cast for reference.

khelgesen27@ - Could you please check this issue on latest chrome stable #61.0.3163.100 by creating a new profile without any apps and extensions and please let us know if the issue still persist or not.

Note: Could not check the issue on Win-7 as dual monitor set up was not available.

This is a copy of  issue 748316  (https://bugs.chromium.org/p/chromium/issues/detail?id=748316), this happens specifically on windows 7 while using a theme.

The actual steps are:
1. Enable any custom theme
2. play any video on youtube / netflix / twitch.tv
3. have browser maximized on non- main display
4. put video in fullscreen mode


After some more digging on my part, the issue appears to be with the chrome
theme I was using - "Morpheon black"
seems that I am not the only user with the issue as well

Any chance for this getting fixed, because it's persisting for a really long time.

For me this problem is not only related to videoplayback.

It does occure when I have a custom theme installed and try use the fullscreenmode (F11) or use fullscreenvideo on a second screen when the window is maximized.

So far I have not found a combination of theme/website that doesn't show this behaviour.

When no theme is installed, chrome is working as expected.

I was able to observe this bug under Windows 7 and after recently upgrading to Windows 10 the problem persists.
