Delete references to unused oem_* VPD keys?

Issue description

These VPD keys are read in Chrome but apparently nothing is ever writing them.

oem_can_exit_enrollment
oem_device_requisition
oem_enterprise_managed
oem_keyboard_driven_oobe

Is there any reason for keeping them around?

I'd be happy to do the work to remove these. Are there any objections?
How do we know nobody/nothing ever writes these keys? Are VPD keys not set by OEMs from outside?
I guess it's a valid point that those keys might be written by ODM code. They don't seem documented [1], though, which would seem to make that case unlikely. I'll investigate further.
