This is broken due to the usage of the https://github.com/simov/simplr-smoothscroll library. Seems it is in the cherry-parrallax plugin. Still investigating.

There are 335 sites in the top 474,975 sites retrieved from http archive. Spot checking a number of them definitely show scrolling will be broken on Windows, Linux. There is an opt out for Mac/MacOS

This is like issue 501568 but about 1/4th as common in the HTTP Archive, and I don't see any obvious way that we could hack around it in Chrome. This is really unfortunate, but my judgement is that this probably isn't enough reason to back away from our fix in issue 157855 . Hopefully outreach will be enough that people can quickly and easily impact broken sites.

[Bulk Edit] URGENT - PTAL. Your bug is labelled as M61 Stable ReleaseBlock, pls make sure to land the fix and get it merged into the release branch ASAP. Know that this issue shouldn't block the release? Remove the ReleaseBlock-Stable label. Thank you.

Perhaps this should be marked WontFix? ExternalDependency is not a closed status (used only if we want to block on something external).
