Regression : Sites that use simplr-smoothscroll library don't scroll with mouse wheel

Issue description

Version: 61.0.3163.29 b1e8882790982afc7ba75a4034eb154d9594d01a-refs/branch-heads/3163@{#245}
OS: Windows(8,8.1,10),Linux (14.04 LTS),Mac OS X(10.11.6,10.12.3)

What steps will reproduce the problem?
1. Launch chrome, navigate to above url and try to scroll the page using mouse wheel,observe

Actual: Unable to scroll the page using mouse wheel
Expected: Should be able to scroll the page using mouse wheel

This is regression issue, broken in ‘M 61’ and will soon update other info :
Good build:61.0.3137.0 
Bad build: 61.0.3138.0 

Note : Issue is not seen on Mac OS.

Using the per-revision bisect providing the bisect results,
Good build:61.0.3137.0(Revision:481056).
Bad build:61.0.3138.0(Revision:481386).

You are probably looking for a change made after 481206 (known good), but no later than 481208 (first known bad).

Note :Able to reproduce the issue in Win 10.0,Ubuntu 14.04 & Not in Mac 10.12.5 and Able to reproduce in latest Canary #62.0.3175.0
Adding Release Block-Stable for this issue.Please remove if not the case.

This is broken due to the usage of the 

https://github.com/simov/simplr-smoothscroll

library. Seems it is in the cherry-parrallax plugin. Still investigating.
Summary: Regression : Sites that use simplr-smoothscroll library don't scroll with mouse wheel (was: Regression : Unable to scroll the page using mouse wheel for http://www.epps-erp.com/joinus/.)
There are 335 sites in the top 474,975 sites retrieved from http archive. Spot checking a number of them definitely show scrolling will be broken on Windows, Linux. 

There is an opt out for Mac/MacOS

This is like  issue 501568  but about 1/4th as common in the HTTP Archive, and I don't see any obvious way that we could hack around it in Chrome.  This is really unfortunate, but my judgement is that this probably isn't enough reason to back away from our fix in  issue 157855 .  Hopefully outreach will be enough that people can quickly and easily impact broken sites.

Know that this issue shouldn't block the release?  Remove the ReleaseBlock-Stable label or move to M62.

Perhaps this should be marked WontFix?  ExternalDependency is not a closed status (used only if we want to block on something external).
