Issue descriptionChrome version: 61.0.3163.29 (Official Build) b1e8882790982afc7ba75a4034eb154d9594d01a-refs/branch-heads/3163@{#245}-32/64 bit OS: Windows (7,8,10), Mac (10.11.6, 10.12.3),Linux (14.04 LTS) What steps will reproduce the problem? (1) Launch chrome, open NTP and then open dev tools window (2) Press Esc key to open Console drawer, drag drawer to upper side. (3) Navigate to Audit section, switch between another section and come back to Audit (4) Observe scrollbar Actual: Unnecessary Audit page gets autoscolled after switching between sections. Expected: Audit page should not gets autoscolled after switching between sections. This is a regression issue, broken in 'M-60', will soon update the other info: Good Build: 60.0.3104.0 Bad Build: 60.0.3105.0
