Non-Regression:Unnecessary scrollbar appears in chrome://settings/changePicture, when Minimum font size to Huge

Chrome Version:61.0.3163.30/9765.16.0 dev channel Daisy,Reks,Minnie
OS:Chrome

What steps will reproduce the problem?
(1)Sign in to user ->Launch chrome,open chrome://settings/fonts and set the Minimum font size to Huge
(2)Navigate to chrome://settings/changePicture page and Observe (please refer video)

Actual:Unnecessary vertical scrollbar is seen
Expected:No such unnecessary scrollbar should be seen

This is a Non-Regression issue seen from M-55

Note: 
1.Issue is not seen in Linux, Windows OS
2.Issue is also seen in latest M-62 dev
