31.7% improvement in webrtc_perf_tests at 19208:19209

The chromium rev described at https://chromium.googlesource.com/external/webrtc/+/6f1f8e972df5226233d45fb46e72dc2ad28f52e6 had some perf alerts side-effects, including this large improvement.

I checked the code for the "0_pl_0_drift" metric, but I don't have the knowledge to say whether such an improvement is not too surprising.
