Regression: Unwanted focus ring is seen on bookmarked url after pressing Esc key.

Issue description

Chrome Version: 62.0.3175.0 Revision 01f38b46d3446cc7ae3f482d59dbc1841f625479-refs/heads/master@{#491592}
OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.11.6,10.12.3).

Pre-condition: Bookmarked 2-3 pages.
 
What steps will reproduce the problem?
(1) Launch chrome, navigate to chrome://bookmarks page.
(2) Click on any bookmarked url and then Press Esc key and observe.

Actual: Unwanted focus ring is seen on bookmarked url after pressing Esc key.

Expected: No such focus ring should seen, after pressing Esc key.

This is a regression issue, broken in 'M-62', will soon update the other info:

Good Build: 62.0.3166.0
Bad Build: 62.0.3168.0

Able to reproduce the issue on Windows 7, mac 10.12.6 & Ubuntu 14.04 using latest Canary-62.0.3175.0.
Manual Bisect Info:

Seems to be recent regression on M62, adding Release block stable label.
