Regression: Page gets stuck on selecting 'Capture full size screenshot' second time in devtools

Chrome version: 61.0.3163.29 (Official Build) b1e8882790982afc7ba75a4034eb154d9594d01a-refs/branch-heads/3163@{#245}-32/64 bit
OS: Windows (7,8,10), Mac (10.11.6, 10.12.3),Linux (14.04 LTS)

Steps:
1. Launch Chrome and open devtools on NTP or any page like chrome://downloads
2. Click on 'Toggle device toolbar' icon and select 'Capture full size screenshot' from More options menu (2 times)
3. Observe

Actual: Page gets stuck on selecting 'Capture full size screenshot' second time and unable to drag or scroll

Expected: Page should should be seen properly i.e it should not get stuck on selecting 'Capture full size screenshot' second time

This is regression issue broken in M-61, will soon update the bisect info.

Good build: 61.0.3155.0

Able to reproduce the issue on Windows 7, mac 10.12.6 & Ubuntu 14.04 using latest Canary-62.0.3174.2.
Manual Bisect Info:

Good build: 61.0.3155.0 -Revision-485784
Bad build:  61.0.3156.0 -Revision-486205

Per revision bisect info:

You are probably looking for a change made after 485930 (known good), but no later than 485931 (first known bad).
