What steps will reproduce the problem?
(1)Sign in to user ->Launch chrome and navigate to chrome://md-settings/pointer-overlay
(2)Zoom the page to 33% and Observe the Touchpad speed slider

Actual:Chopped slider is seen when page is zoomed to 33%
Expected:Slider shouldn't get chopped when page is zoomed to 33%

This is a Regression issue as same is working fine in 60.0.3112.88/9592.73.0 dev channel Daisy
