Non-Regression: On toggle mode, link is not clickable for PDF

Issue description

Chrome Version:61.0.3163.31
OS: Ubuntu 14.04, Windows

What steps will reproduce the problem?
(1)Launch chrome and open any pdf[Eg: http://cb.vu/unixtoolbox.pdf]
(2)Right click>>Inspect and toggle device
(3)Click on any page title[eg: System, Processes etc.,]

Expected:When clicking on the system, it should navigate to it's description[Page 2]
Actual:On the toggle mode, link is not clickable

This is a Non-Regression issue seen from M-46

Able to reproduce this issue on Mac OS 10.12.6 using chrome latest M61-61.0.3163.31.

Pdf is not supported on mobile device, thus it doesn't work when emulating.
