IntersectionObserver: intersectionRatio > 1 observed

Chrome Version: 59.0.3071.115 (also reproducible in Canary)
OS Version: 6.1 (Windows 7), also reproducible in Android

 Firefox Nightly: OK

What steps will reproduce the problem?
1. Open the codepen URL
2. Scroll down inside the demo frame
3. Observe the intersectionRatio value > 1, for example 1.0071429014205933

What is the expected result?

 It must not exceed 1.0.

I'm still able to repro this in stable 68, but seems to be fixed in beta 69.
