User data lost after system reboot

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 9592.71.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/60.0.3112.80 Safari/537.36
Platform: 9592.71.0 (Official Build) dev-channel sand test

Steps to reproduce the problem:
1. Log in Chrome OS by clicking button add person 
2. Copy any files to download folder
3. Press refresh(F3)+power button
4. Log in chrome OS again
5. Check files in download folder

What is the expected behavior?
Copied files can be open without error.

What went wrong?
1. File size become 0 bytes.
2. File lost
3. Application icon show abnormal

I have replicated this scenario where forcing a reboot during a file copy leaves zero-byte files.

I have had inconsistent results when copying multiple files and doing the reboot after a number files have finished copying.  Sometimes the files that completed copying will exist fine.  Sometimes even the files that had completed copying will show with zero bytes.
