Some Background Pages still use too much CPU

Issue description

Chrome Version: 62.0.3169.0
OS: Chrome OS (Kevin hardware)

What steps will reproduce the problem?
(1) Open finance.yahoo.com
(2) Put tab in the background
(3) Open Chrome Task Manager

What is the expected result?
finance.yahoo.com should use little to no CPU

What happens instead?
Uses ~30-40% CPU on average on a Kevin

Please use labels and text to provide additional information.
The tab uses about 100% CPU when in the foreground, but I'd expect the usage to go down lower with the work from https://bugs.chromium.org/p/chromium/issues/detail?id=639852

It seems that the CPU usage was completely unaffected by the work in that bug, so the site might be avoiding throttling somehow.

I'd attach a trace, but Chrome on Chromebooks seems to block saving those (with no option to keep to trace).

I tried it on my Caroline and I'm getting 0-2% CPU when finance.yahoo.com is in the background.

Status: Fixed (was: Assigned)
Seems that this issue is fixed now with all the recent interventions.
