Auto-scroll to bottom doesn't work when dragging

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/60.0.3112.78 Safari/537.36

Steps to reproduce the problem:
1. Create a scrollable container with overflow: auto
2. Fill it with content that is larger than the viewport both vertically and horizontally.
3. This will add two scrollbars:
 - vertical - at the page level
- horizontal - inside the scrollable container
4. Add a draggable element on the page ("Drag me")
5. Start dragging it towards edges of the window.

- (ok) When you drag it to left/right sides the scrollable container auto scrolls properly.
- (ok) When you drag it to the top edge (given the page has been scrolled down previously), the page auto-scrolls upwards.
- (issue) When you drag it to the bottom edge, no scrolling happens.

The issue seems to only happen when there is a scrollable container (overflow:auto) on the page. If I change it to overflow:hidden, vertical auto-scrolling starts working well (however, apparently no horizontal scrolling is available in this case, so it's not a solution for me).

In Firefox auto-scroll to bottom works well in the same scenario.

When dragging the draggable element to the bottom edge of the window, the page should automatically scroll down.

When dragging the draggable element to the bottom edge, no scrolling happens.

amakhrov@ Thanks for the issue.

Able to reproduce the issue on Mac OS 10.12.6 on latest canary 62.0.3175.0 and stable 60.0.3112.90. This is non-regression issue as similar behavior is seen from M 45.
