Have strings for ContentSuggestions opt out settings

Issue description

The user has a possibility to opt out of Content Suggestions by going in Settings->Privacy.
However the strings in this panel are not really explicit (see attachment).
Better strings should be found.

The setting only affects the remote suggestions (Articles for You).

Change privacy strings

The privacy setting strings for the suggestions is confusing.
This CL disambiguate them.

Verified on latest chrome canary version 62.0.3179.0 on iPhone 6s/iOS 10.3.2 and iPad Air/iOS 11 beta 4.  Settings -> Privacy displays Search and site suggestions
Article suggestions options.  Looks good.
