OnHover popups can get orphaned

Issue description

On some random site that has popup up/down counters mouse scrolling on a linux desktop can orphan the popups can get ophaned.  The element is scrolled out of the way, but the fixed position elements stay visible.


Steps to repro:
- Go to such a MEmoreable MEmorable GENEric site
- Mouse scroll down the recent tab repeatedly over the images area
- observe the thumbs

Let me make sure I understand the bug. The "thumbs up/thumbs down" menu that pops up when you hover an image doesn't disappear when you scroll down and so it gets detached from the image it belongs to?

If that's the case, I'm not able to reproduce. When I scroll, using either wheel or keyboard the popup disappears as I would expect. Perhaps this was a memegen bug? Or I'm misunderstanding...

Poke. Peter, could you confirm if I'm understanding the report correctly and if it still reproduces?
I am also not able to reproduce any more.
There was an internal claim that it was a 'bug' in the site.  I can't confirm that the site hasn't just found a workaround for such a popular browser.

I agree this issue as it is now is not practically actionable, unless someone has more context from a memegen author familiar with the redress of the issue.

Ok, thanks, I'll close the bug but if someone does know of any differences here between browsers I'd be happy to help close the gap.
