[Local NTP] OGB: Go back to using OAuth2 instead of cookies

Once Dice is launched (see bug 716052), we should use OAuth2 authentication instead of cookies when fetching the OneGoogleBar.

The future of the OnePlatform API that serves the OGB is somewhat uncertain at this point, given that the NTP won't be fully local soon. This will have to be reevaluated in Q3.
