Regression: Default pointer is seen instead of I beam pointer in chrome://apps

Issue description

Chrome Version:62.0.3174.0
OS: Ubuntu 14.04, Windows

Steps to reproduce the problem:
(1)Launch chrome and Sign-in to chrome.
(2)Navigate to chrome://apps.
(3)Hover mouse on account name which is at top-right corner of the page and observe.

Expected:I-Beam pointer should be seen when mouse hovered on account name.
Actual:Instead Arrow pointer is seen.

This is a regression issue broken in M62.

Issue is seen on the latest canary(62.0.3174.0) of Linux Ubuntu 14.04 as well.

chrome://apps has body { user-select: none } so I believe this is expected behavior.

Could you assign this issue to chrome://apps developers to get their confirmation?
