FR: Show close buttons next to items in Ash shelf menus

Issue description

Chrome Version: 62.0.3173.0/9800.0.0 dev-channel Daisy,Candy and Minnie
OS: Chrome

What steps will reproduce the problem?
(1)Sign into user -> Take any screenshot/Download any Image -> Now at 'Notification' click on 'Show in folder' -> Observe 'Files App' i.e. Downloads Folder is seen -> Minimize it
(2)Now click on App Launcher -> Select 'Files App' and click on 'New window' -> Downloads Folder is seen
(3)Now At shelf click on 'Files App' and observe 2 Download Folders with No 'Close' Icon (Please refer Video and Screenshot)

Expected: 'Close' Icon should be seen for Multiple windows so that Window can be closed easily instead of opening that particular window and closing
Actual: Instead No 'Close' Icon is seen for Multiple windows

This is Non-Regression issue seen from M-55

What's the status here? Is this still relevant? Should there be a better owner?
I believe this feature is part of the new design for this so we might want to close this one.
Status: WontFix (was: Assigned)
