Non-Regression: Distortion of video is seen in twitter.com

Chrome Version: 60.0.3112.90
OS: Ubuntu 14.04, Windows

What steps will reproduce the problem?
(1) Launch chrome and go https://twitter.com/hashtag/ShowUp?src=hash
(2) Scroll down, play mentioned video and observe [ Please refer screen cast]

Expected: No distortion should be seen.
Actual: Instead some distortion of video is seen.

This is a Non-regression issue seen from M50 series.

NOTE: Issue is not seen in firefox.

Able to reproduce this issue on Ubuntu 14.04 using chrome latest M60 #60.0.3112.90. This issue is not observed on Mac OS 10.12.6.

I am able to repro this issue on Mac, Win7 and Linux.
Firstly I thought it is ffmpeg decoding related, since on Mac, when turn on GPU decoding, this issue not repro anymore. However on Win7, even with GPU decoding, it still repro. 
it repro on all builds, I can trace back to Chrome 50. This is NOT a regression.
