Non-Regression: Separator line is missing in chrome://extensions when zoomed to 90%

Chrome Version: 60.0.3112.90
OS:Ubuntu 14.04, Windows

What steps will reproduce the problem?
(1)Launch chrome and navigate to chrome://extensions
(2)Zoom to 90% and observe

Expected: Separator line should be seen 
Actual: Instead, it's missing

This is a Non-Regression seen from M-46

NOTE: Issue is also seen when page is zoomed to 75%, 67% and 25%

Able to reproduce this issue on Mac OS 10.12.6 using chrome latest #60.0.3112.90.
