What steps will reproduce the problem?
(1)Launch chrome ->Go to chrome://md-settings/languages and set the Google chrome display language as Hindi/Telugu or any..
(2)Now navigate to On startup section and Observe(kindly refer video)

Actual:(Manage on startup pages,Restore tabs or open specific pages)Text is displayed in English if we set the language as Hindi/Telugu or any..
Expected:Text should be displayed in the preferred language

Note: Issue is also seen in Ubuntu 14.04 , Windows7
