Non-Regression: When Translated from Thai to english, title of buttons is not seen

Chrome Version: 60.0.3112.90
OS: Ubuntu 14.04, win 7

What steps will reproduce the problem?
(1)Launch chrome>> Navigate to https://www.google.co.th/
(2)Click on the Thai language(ภาษาไทย)
(3)Now translate the page to English and observe the buttons below search field

Expected 
Title of both the buttons should be seen

Actual
Title of only one button is seen

This is a Non-Regression issue seen from M-46

Able to reproduce the issue on Mac 10.12.6 using chrome version #62.0.3173.0.
