Focus highlight doesn't stay on name text field in chrome://bookmarks/ page.

OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.11.6,10.12.3)

What steps will reproduce the problem?
1. Launch chrome, navigate to chrome://bookmarks/ and open devtools.
2. Now open emulated view and click on more actions iron icon and add a new folder,observe add folder overlay

Actual: Focus highlight doesn't stay on name text field
Expected: Focus highlight should stay on name text field

This is a non-regression issue, seen from M-59 series as 'Sort by title' option appears in disable form from build # 59.0.3065.0
